If you are using the Advanced User Settings either directly in MSC Apex Generative Design or via Command Line you need to make sure to input the complete settings. In this case it seems that the number of iterations was not put in for the specified level in the settings/configuration file. To vary the number of iterations and stress goals both values need to be set in the settings. If you want to start at a higher resolution level you can leave out the higher levels (level_3, ..) but level_0 has to remain in the optimisation setup.
